Wastewater Winter Averaging Adjustment Request Form

The amount of water to be used to compute the monthly bills to one family residential customers shall be computed on the basis of the "winter average" or "interim average" as described below.
 
"Winter Average" charges shall apply to one-family residential customers only. The "winter average" will be calculated using the following method:
  • Add the three winter months water consumption to get a total water consumption.
  • Divide the three month usage amount by three to get winter average usage. Such winter average usage shall be limited to a maximum of 25,000 gallons.
  • Using the winter average usage, apply the applicable rates to calculate the "winter average", which will constitute the customer's bill for each month until a new average is established (or rates are changed).
Winter Average - The monthly wastewater usage established by the City of Corpus Christi during the "winter averaging wastewater charge period." This usage is the basis for monthly billings until August 31 of each year. Billings on or after September 1 will reflect wastewater usages based on the previous "winter averaging wastewater charge period."
Winter Averaging Wastewater Charge Period - The period of water and wastewater service during the three complete consecutive reading periods commencing on or after December 1 of each year. During the three complete consecutive reading periods, the City shall establish monthly wastewater charges for customers based upon their average monthly water consumption. The customer must receive wastewater service at one location during the three consecutive reading periods in order to establish a "winter average."
Interim Average - The monthly wastewater usage established by the City for customers who have not established a "winter average". The "interim average" shall be 7,000 gallons per month and shall be the basis for monthly billings until a "winter average" as defined above is established.

New and Relocating Customers - Adjustments
Customers new to the service area, who have not established a "winter average", shall be billed at the "interim average" rate.
Customers who are relocating within the service area, who established a "winter average" at their previous address, shall be billed at the "interim average" rate or their "winter average" rate at the previous address, whichever is less.
Customers who are relocating within the service area, who have not established a "winter average" at their previous address, shall be billed at the "interim average" rate.
When a customer experiences a substantial increase in water or wastewater usage for hidden water leaks in the plumbing system during the winter average charge period, and if the customer can produce proof of repairs, the Director of Financial Services or the Director's designee may adjust the wastewater bill. A customer who has either filled a pool or hottub, used an irrigation system or incurred increased water consumption because of holiday visitors, during the months used to calculate Winter Average, WILL NOT QUALIFY for an adjustment to their Wastewater Winter Average charge based on these circumstances alone.
 
Water Conservation - If water conservation measures are in effect during "winter averaging wastewater charge period" a new "winter average" will not be calculated for that year. The previous "winter average" will be in effect until such time that no water conservation conditions remain in effect and a new "winter average wastewater charge period" is complete. The new "winter average" will be effective with billings on or after the August 1 following the "winter averaging wastewater charge period."
